Thames Estuary Asset Management (TEAM2100), created by the Environment Agency (EA) was set up to create a long-term approach to manage the tidal flood defences of London and the Thames Estuary. TEAM2100 is carrying out detailed engineering and structural investigations into the condition of tidal flood defences throughout the area, work began in March 2015 and is scheduled to complete by 2025.
In 2019 a project was initiated to update the plan’s recommendations and planned interventions, including timings where required to ensure that they are appropriate, that the investment decisions are still sound and the benefits of the strategy will be achieved.
Tasked with this project, JBA Consulting's sustainable working culture within their Integrated Delivery Team (IDT) paved the way for a pathfinder and high-performing programme in sustainability. The project demonstrates how the spontaneous synchronisation of the UN and UK climate policies with TEAM2100 to bring the policies to practice whilst being formulated. This collaborative working has led to Global Best Practice.
The pace and direction of TEAM2100's sustainability strategy has set a precedence from the beginning of the project with sustainability Key Performance Indicators (KPI's) and incentivisation. JBA's proactive IDT proposed additional KPI's which were trialled in two annual plans, and then established. The combination of these KPI's together with innovative Sustainability Enterprise Delivery Measures (EDMs) captured and brought to practice strategies and plans around carbon and environmental net gain which were being formulated at the same time on a national and international scale.
This project illustrates how a sustainable working culture can combine strategy and delivery to the centre of developments in the context of asset management and flood resilience on a large-scale project. The current policy paper may be viewed here.
